Technical and operational review of the National Backbone Infrastructure (NBI) in Uganda

The challenge

The Government of Uganda required clarity on how best to manage its state-owned National Backbone Infrastructure (NBI), which was being operated by a private provider. Policymakers needed a thorough assessment to determine whether the existing operating model was effective and how alternative arrangements could enhance efficiency, reduce costs, and better align with international best practices.

Project outline

  • Conducted inception sessions and data-gathering workshops with the Government of Uganda and the World Bank.

  • Assessed current NBI operations using data analysis and stakeholder interviews.

  • Performed a detailed options analysis, including a Benchmark Report and cost-benefit analysis of alternative operational models.

  • Held validation workshops to test findings and gather stakeholder feedback.

  • Consolidated insights into a Final Report with evidence-based recommendations for the future NBI operational model.

Our impact

The assessment provided Uganda with a clear understanding of the strengths and limitations of the current outsourcing model. The project offered actionable, evidence-based recommendations on operational restructuring and management approaches that would improve efficiency, ensure long-term sustainability, and align the NBI with global infrastructure management standards.
