The challenge
The Government and private sector sought a Build Operate Transfer arrangement to establish a new wholesale fibre broadband operator in the Democratic Republic of Congo. The challenge was to negotiate terms with the incumbent, define a viable commercial and technical framework, and address risks related to unclear asset ownership, regulatory uncertainty, and long term commercial sustainability.
