BOT Strategy for Wholesale Fibre Operator

The challenge

The Government and private sector sought a Build Operate Transfer arrangement to establish a new wholesale fibre broadband operator in the Democratic Republic of Congo. The challenge was to negotiate terms with the incumbent, define a viable commercial and technical framework, and address risks related to unclear asset ownership, regulatory uncertainty, and long term commercial sustainability.

Project outline

  • Drafted BOT agreement terms and led negotiations with the incumbent operator.

  • Developed wholesale commercial strategy, including product and pricing portfolio.

  • Provided legal and technical input to define the BOT structure.

  • Held initial commercial discussions with prospective clients.

  • Offered interim commercial director support to guide early operations.

  • Supported alignment with regulatory requirements.

Our impact

Salience structured a commercially and technically viable BOT model that enabled early market engagement and provided the operator with a clear framework for launch and sustainability. Interim leadership support ensured continuity during the establishment phase.
