CITC – Regulating Enterprise Services

CITC sought to strengthen the regulation of enterprise telecom services by improving competition, transparency, and oversight of B2B offerings across mobile, fixed, cloud, IoT, and cybersecurity services. The regulator required a clear understanding of current market conditions, identified gaps, and a structured regulatory framework to guide future oversight.

The challenge

The challenge was to assess the existing B2B telecom market, benchmark international practices, identify regulatory gaps, and design a practical implementation framework that would enable CITC to regulate enterprise services more effectively.

Project outline

  • Conducted a current-state assessment of the Saudi B2B telecom market, including services and regulatory structures.

  • Compiled a comprehensive services dictionary for B2B offerings.

  • Performed international benchmarking against 15 advanced markets.

  • Delivered a detailed gap analysis with recommendations for improvement.

  • Designed regulatory approaches, forms, and guidelines for approving business services.

  • Conducted stakeholder workshops and facilitated knowledge transfer.

  • Produced a final report consolidating findings and regulatory proposals.

Our impact

The project equipped CITC with a clear, evidence-based regulatory framework for enterprise services. It enabled more consistent market oversight, improved transparency, and supported the development of a competitive and well-structured B2B services environment in Saudi Arabia.
