The Democratic Republic of Congo (DRC) faced substantial broadband infrastructure gaps due to underdeveloped fiber networks and market dominance by the historical operator.
Establishing a new wholesale broadband operator required addressing complex regulatory, commercial, and technical challenges while negotiating infrastructure access with the incumbent.
