Oman Broadband Company (OBC) was established to lead the development of Oman’s national wholesale broadband infrastructure. The company required a comprehensive strategy, operating model, and technical framework to guide its formation, align with regulatory requirements, and ensure long-term commercial sustainability.
The challenge
OBC needed to define its mission, structure, and investment roadmap while navigating complex regulatory, licensing, and commercial requirements. The mandate included designing a viable wholesale business model, establishing governance and operational structures, and integrating existing government-owned fibre assets into a scalable national network.

Our impact
The engagement established OBC as a fully structured, operational wholesale broadband entity with a clear strategy, robust financial foundation, and defined regulatory positioning. It enabled the successful launch of Oman’s national broadband infrastructure platform and created the basis for sustainable long-term network expansion.
