Awasr – Feasibility and Launch of a New Fixed-Line Operator in Oman

Awasr, the third licensed telecom operator in Oman, sought to assess the financial and operational feasibility of launching a new fixed-line broadband business leveraging the national fibre infrastructure and Oman Broadband Company’s wholesale platform.

The challenge

The client needed to determine whether it could viably enter a competitive market dominated by two established operators. This required a robust business case, detailed financial modelling, regulatory alignment, and a clear go-to-market strategy to attract investment and secure long-term sustainability.

Project outline

  • Conducted comprehensive feasibility analysis covering market demand, competition, and pricing.

  • Developed full investment case, Information Memorandum, and company valuation.

  • Built detailed financial models including CAPEX, OPEX, revenue forecasts, and ROI scenarios.

  • Designed go-to-market strategy, organisational structure, internal processes, and KPIs.

  • Led investor presentations and supported capital raising efforts.

  • Managed local recruitment and organisational setup.

  • Provided interim executive and advisory support across key functions including Operations, Technology, Finance, and Customer Care.

  • Structured transition and handover to local management.

Our impact

The engagement enabled Awasr to secure investment, launch successfully as Oman’s third telecom operator, and establish a structured, commercially viable broadband business with strong operational foundations and market positioning.
