Telco Park Data Centre (TPDC)

The challenge

NEOM required the delivery of a Tier III–aligned data centre within the Telco Park cluster to support national telecom infrastructure and emerging digital services. The facility was designed to act as a hub Point of Presence (PoP) for NEOM and Tonomus/Connect, accommodating fixed network, 5G, and cloud services, with scalability built in to support rapid growth.

Given the critical role of the data centre, NEOM needed experienced technical oversight to ensure that design, materials, and implementation decisions aligned with international best practices, mitigated delivery risks, and supported long-term operational resilience.

Project outline

  • Reviewed data centre designs and material submittals against Tier III standards and telecom infrastructure requirements.

  • Assessed passive infrastructure solutions and recommended design optimisations to improve performance, resilience, and scalability.

  • Identified technical and delivery risks throughout the implementation phase and proposed mitigation strategies.

  • Provided continuous technical input to support alignment between data centre design and telecom service requirements.

  • Supported accelerated project delivery through hands-on advisory involvement during implementation.

  • Collaborated closely with NEOM and Tonomus/Connect stakeholders to ensure integration with wider digital infrastructure plans.

Our impact

Salience’s involvement strengthened the technical assurance of the TPDC project, supporting the delivery of a scalable, carrier-grade data centre aligned with international standards. The advisory support helped reduce implementation risk, optimise infrastructure decisions, and ensure the facility was positioned to support NEOM’s expanding telecom and digital services ecosystem.

The engagement contributed to timely delivery readiness and reinforced NEOM’s capability to operate critical digital infrastructure at scale.
