NEOM – Long-Term Strategic Resourcing and Delivery Support

NEOM is one of the world’s most ambitious smart city and infrastructure programmes, requiring large-scale deployment of advanced telecom and digital infrastructure to support future urban, industrial, and mobility use cases.

The challenge

NEOM required rapid access to highly specialised global talent across multiple telecom, network, and digital infrastructure domains. The scale, complexity, and pace of delivery demanded experienced professionals who could operate in a greenfield environment, contribute immediately, and align with world-class technical and operational standards.

Project outline

Salience partnered with NEOM under a long-term resourcing contract to identify, secure, and deploy senior technical and delivery specialists across critical workstreams. The engagement focused on sourcing scarce, high-calibre expertise to support telecom network design, implementation, and assurance across the programme.

Roles successfully sourced and placed included:

  • IBS architects and engineers

  • Core network implementation managers

  • Fixed fibre SMEs and engineers

  • Microwave engineers and RF architects

  • Fibre network architects

  • Transition leads and programme managers

  • Data centre specialists and technical assurance leads

  • Lead RAN architects and telecommunications consultants

All resources were embedded within NEOM delivery teams, contributing directly to design decisions, implementation oversight, and milestone delivery.

Our impact

Salience enabled NEOM to accelerate delivery of its telecom and digital infrastructure by providing immediate access to globally experienced specialists. The deployed teams supported technical governance, reduced delivery risk, and ensured alignment with international best practices. The sustained performance of deployed resources led to an ongoing partnership, with Salience continuing to support NEOM’s evolving infrastructure requirements through long-term, high-impact resourcing.
