International Connectivity – Strategic Project Management Advisory for Subsea Cable Deployment

The challenge

NEOM required resilient, high-capacity international connectivity to support its digital ambitions and ensure reliable global data exchange. This involved the deployment of two critical subsea cable systems connecting Africa, Europe, the Middle East, and Asia. Given the technical complexity, cross-border coordination, and multiple stakeholders involved, NEOM needed strong project management and risk oversight to ensure timely and cost-effective delivery.

The challenge was to manage international subsea cable projects across multiple jurisdictions while controlling risks, budgets, and delivery schedules, and coordinating closely with global telecom operators and vendors.

  • Provided end-to-end project management support for international subsea connectivity initiatives.

  • Managed project schedules, milestones, and delivery plans across multiple geographies.

  • Conducted risk assessments and developed mitigation strategies for technical, operational, and delivery risks.

  • Monitored budgets and followed up on cost controls throughout the project lifecycle.

  • Coordinated closely with vendors, partners, and internal stakeholders to ensure alignment and progress.

  • Supported implementation of two key subsea cable routes:

    • Africa–Europe Express connecting Milan to Dubai via NEOM South Cluster, Jeddah beach, and Mumbai with STC.

    • IEX (India Europe Express) connecting Rome to NEOM North Cluster (Haddah beach) to Mumbai with Reliance Jio.

Our impact

Salience’s involvement strengthened NEOM’s international connectivity programme by improving delivery discipline, reducing execution risk, and enhancing coordination across complex, multi-country subsea infrastructure projects. The engagement helped ensure that NEOM secured robust and diversified international connectivity, underpinning the reliability, scalability, and global reach of its digital ecosystem.
