NEOM – Consulting-Technical Project Management

The challenge

NEOM is one of the world’s most ambitious smart city and infrastructure programmes, requiring the rapid design and deployment of a next-generation telecom and digital infrastructure at unprecedented scale. The programme demanded strict adherence to international engineering standards, complex multi-vendor coordination, and robust project governance across multiple workstreams, while maintaining delivery speed and quality.

To achieve this, NEOM required experienced technical and project management expertise that could integrate immediately into its delivery teams, support large-scale infrastructure deployment, and ensure compliance with defined engineering, quality, and assurance frameworks.

Project outline

  • Provided technical project management support across the design and deployment of NEOM’s telecom network and associated digital assets.

  • Supported compliance with NEOM’s Engineering Standards (ETSD), including design, construction, handover, and close-out stage gates.

  • Delivered PMO services covering planning, design supervision, cost control, scheduling, and document management across telecom and data centre projects.

  • Supported quality control and assurance activities for infrastructure projects, including fibre, terrestrial, and international connectivity.

  • Contributed to the creation and management of infrastructure delivery plans across multiple domains, including fibre networks, microwave, RAN, IBS, and core networks.

  • Supported vendor coordination, technical design reviews, and implementation planning across multiple suppliers.

  • Provided expertise in risk management, quality assurance, and stakeholder coordination, including internal teams and external partners.

  • Delivered regular reporting, governance support, and monthly timesheet validation aligned with NEOM management requirements.
