Project outline
The main challenge of this assignment was to assess and address broadband connectivity gaps across 14 Southern African countries, identifying missing fiber routes, national backbone expansions, and data infrastructure needs such as IXPs and data centers. The study required balancing technical, regulatory, and market considerations while projecting long-term bandwidth demand, mapping current and future infrastructure, and recommending optimal regional fiber and data network configurations. Additionally, the assignment needed to support regional digital integration by analyzing cross-border connectivity, regulatory barriers, and collaboration opportunities among governments, regional bodies, and private operators.
Project outline

- Analyze historical deployment costs to identify variations across neighborhoods.
- Develop methodology and approaches for different asset types.
- Propose multiple implementation scenarios and provide recommendations.
- Facilitate stakeholder workshops and present analysis and recommendations.
Our impact
- Map existing, planned, and missing fiber networks and assess regional data infrastructure needs (IXPs and data centers).
- Conduct bandwidth demand analysis and 10–15-year projections for Southern African countries.
- Identify regulatory, market, and cross-border barriers to broadband expansion and private sector participation.
- Provide recommendations for optimal fiber network configurations, data infrastructure, and regional digital integration, supported by stakeholder consultations
Duration of engagement: March 2023 – August 2023
