Telecommunications sector reform and advancing universal broadband access

The challenge

Namibia faced structural barriers that limited universal broadband access, including coverage gaps, affordability constraints, and weaknesses in service quality. The World Bank required an evidence-based assessment to identify bottlenecks across the telecom sector and propose actionable reforms to enhance competition, strengthen service delivery, and expand access to underserved and unserved areas.
