The project aimed to address connectivity challenges in rural areas across Rwanda, Uganda, and Tanzania. These regions face infrastructure gaps and technological limitations that restrict the availability of high-speed digital services and hinder economic development. The assessment required accurate mapping, feasibility validation, and identification of cost-effective strategies to improve rural connectivity.
The challenge
Rural communities in all three countries lacked sufficient digital infrastructure, with limited network coverage, outdated technologies, and high deployment costs. A clear technical and economic evaluation was needed to validate existing assumptions and guide targeted investment decisions.
Project outline
Salience conducted a comprehensive technical assessment using GIS mapping and market data to evaluate current infrastructure and identify upgrade needs. Key activities included:

Our impact
The assessment validated prior feasibility assumptions and introduced refined, cost-effective technical strategies aligned with international best practices. The findings provided clear guidance for future investment decisions and supported improved planning for rural connectivity expansion.
