Technical analysis of Batelco’s reporting of its deployment and performance of fibre network infrastructure

Project designed to strengthen TRA Bahrain’s monitoring of Batelco’s wholesale–retail separation by improving the accuracy, consistency, and compliance of financial and technical reporting.


The challenge

TRA Bahrain required enhanced oversight of Batelco’s separation of retail and wholesale operations.
The key challenge was ensuring that Batelco’s submissions were accurate, consistent, and aligned with regulatory obligations so that TRA could identify breaches, enforce compliance, and maintain fair market conditions.

Project outline

  • Conducted a detailed review of Batelco’s financial and operational reporting submissions.

  • Assessed reporting structures to identify gaps, duplication issues, and inconsistencies.

  • Developed a revised reporting framework with clear KPIs, audit trails, and compliance requirements.

  • Introduced standardized templates and methodologies to streamline and unify reporting practices.

  • Recommended regulatory tools to enhance monitoring, enforcement, and separation oversight.
