Saudi Arabia – Feasibility Study for MOI National Private Network

The Ministry of Interior (MOI) sought to evaluate the feasibility of investing in a secure national private network that would meet the needs of all directorates. The study aimed to compare the costs and benefits of developing a dedicated network versus continuing to rely on capacity purchased from the incumbent operator.

The challenge

MOI required a comprehensive technical, commercial, operational, and financial assessment to determine whether a private national network would provide long-term value, improved performance, and enhanced operational control.

Project outline

  • Analyzed the existing MOI network and defined future upgrade scenarios.

  • Conducted stakeholder consultations across 17 directorates to capture demand forecasts.

  • Developed a demand model reflecting per-directorate, regional, and access requirements.

  • Designed a technical architecture for network consolidation and expansion.

  • Modeled CAPEX and OPEX costs over a 15-year period and compared them against leasing costs from the incumbent.

  • Performed financial appraisal including ROI and NPV analysis.

  • Prepared implementation plans for network deployment.

  • Designed a centralized operating model incorporating NOC and SOC elements aligned with MOI’s command and control framework.

Our impact

The study provided MOI with a clear financial and technical basis for decision-making and a strategic roadmap for network modernization and long-term investment planning.
