National Broadband Implementation Programme

A national programme designed to support Serbia’s broadband expansion in line with UN Millennium Development Goals and EU broadband targets. The project required technical, financial, and governance frameworks to guide large scale deployment and stimulate investment.


The challenge

Serbia needed to significantly expand its broadband infrastructure nationwide to meet international development goals and prepare for EU accession. Achieving this required clear network design, viable PPP financing structures, demand assessments, and a supportive regulatory environment to attract private investment.

Project outline

  • Designed national broadband core and access network architecture.

  • Developed Public-Private Partnership governance and financing models suited for large scale broadband rollout.

  • Conducted detailed demand analysis to identify market needs and investment opportunities.

  • Recommended policy, regulatory, legal, and institutional reforms to stimulate broadband investment.

  • Supported implementation activities aligned with Serbia’s national digital strategy and international development targets.
