The challenge

The project required a comprehensive assessment of broadband access and affordability across 28 countries, with a focus on connectivity metrics, policy trends, and the impact of COVID-19 on internet demand and digital services.

Our impact

Salience delivered a consolidated evidence base enabling the EBRD to benchmark digital transition progress across diverse markets. The comparative framework clarified regional disparities, highlighted policy gaps, and supported strategic investment and reform recommendations across 28 economies.
