EBRD required a flexible yet structured framework to engage effectively with governments, regulators, and investors across multiple countries.
Each country faced different levels of broadband maturity, infrastructure readiness, and market development.
The challenge was to provide a standardized approach—grounded in international best practices—for assessing national broadband environments and guiding digital economy interventions.

Designed the full structure and content of the CEAP framework.

Integrated global trends, challenges, and resolution strategies into the framework.

Identified key national broadband indicators and outlined data requirements for country-level assessment.

Defined technical modules for infrastructure expansion, broadband in underserved areas, 5G policy, and emerging technologies.

Prepared a full pilot CEAP for one selected country to demonstrate practical application.
