Preparatory Studies for the Central Asia Digital Highway

The challenge

The World Bank launched a regional initiative to develop a cross-border digital highway in Central Asia. The challenge was to conduct preparatory studies assessing market demand, technical design options, financial feasibility, and governance arrangements suitable for a multi-country programme.

Project outline

  • Conducted country-level market analysis, including current demand and long-term forecasts.

  • Reviewed backbone technical design options across participating countries.

  • Performed financial and cost–benefit assessments to evaluate investment needs and viability.

  • Proposed governance structures to support regional coordination and cooperation.

  • Analysed regulatory frameworks and identified required adjustments.

  • Delivered a consolidated preparatory study for the World Bank.

Our impact

The work provided the World Bank with a clear, evidence-based foundation for decision-making and regional alignment. The preparatory studies ensured readiness for investment, supported policy harmonisation, and shaped the next phase of the Digital Highway programme.
