Preparation of Next-Generation Broadband Connectivity for Rural Schools

The challenge

Serbia needed to prepare the technical and financial documentation required to connect 600 rural schools. The challenge was to analyse thousands of candidate settlements, classify them into meaningful groups, and develop financial and cost-benefit models to support investment decisions.

Our impact

Salience provided a structured, data-driven foundation for national broadband planning. The classification framework and financial models strengthened investment justification, enabled consistent decision-making, and supported the government’s approval processes for rural school connectivity.
