National Broadband Implementation Programme – Analysis, Costing, Feasibility Study and Implementation Planning

Project designed to develop Serbia’s national broadband implementation strategy, including network design, PPP models, demand analysis, and regulatory reforms to support nationwide digital expansion.


The challenge

The Republic of Serbia needed a national broadband implementation program aligned with EU and UN development goals.
The challenge was to design the technical, financial, and governance frameworks required for large-scale broadband deployment, while enabling evidence-based investment decisions and coordinated implementation.

Project outline

  • Designed national broadband core and access network architecture.

  • Developed PPP governance and financing models to support sustainable rollout.

  • Conducted demand analysis and settlement segmentation to identify priority areas.

  • Recommended policy and regulatory reforms to strengthen the enabling environment.
