The main challenge of this assignment was to analyze and identify innovative business models for expanding fiber-optic networks in rural and underserved areas worldwide. The study needed to evaluate diverse global initiatives across the broadband value chain, assess their applicability in different country contexts, and provide actionable guidance for policymakers and regulators to close Internet access gaps while addressing technical, financial, and regulatory constraints.

- Analyze global fiber-optic infrastructure initiatives and business models across the broadband value chain (cross-border, national backbone, middle mile, last mile).
- Deliver a public report providing guidance on innovative deployment models and strategies to close Internet access gaps.
