The challenge
Many geographically isolated and disadvantaged areas in the Philippines lacked reliable broadband connectivity, facing major gaps in infrastructure, cybersecurity, and climate resilience.
The government, together with the World Bank, required a financially viable and socially responsible strategy to expand broadband access while addressing environmental, social, and governance risks.

Reviewed existing project documentation to identify gaps, inconsistencies, and missing technical data.

Conducted due diligence and technical analysis covering network construction, activation, operations, maintenance, security, and climate resilience.

Advised on adjustments to preliminary cost estimates and proposed design options to optimize project viability.

Supported the preparation and review of ESMF, SEP, LMP, and ESCP documents to ensure compliance with World Bank environmental and social standards.

Updated economic feasibility and sustainability assessments to confirm long-term affordability and resilience of the proposed infrastructure.
