The challenge
Mozambique’s GovNET and MoRENet networks have limited coverage, ageing infrastructure, and unsustainable operating models. The government needed a national connectivity strategy to meet growing digital service needs, strengthen resilience, and explore opportunities for infrastructure sharing and private sector participation.
