BNET information system and Information technology systems separation and deployment audit

Project designed to ensure BNET’s full legal, operational, and systems separation from Batelco, supported by multi-level audits and international benchmarking.

The challenge

BNET, Bahrain’s wholesale broadband entity, was required to separate from Batelco across legal, operational, logical, functional, and physical system layers.
TRA needed assurance that BNET’s IT, MIS, BSS, and OSS systems were fully compliant with separation requirements and aligned with international best-practice benchmarks.

Project outline

  • Delivered an inception report with benchmarks from five international NBN operators.

  • Reviewed BNET’s separation plan against legal and regulatory obligations.

  • Conducted multi-level audits:

    • Level 1: Logical systems separation

    • Level 2: Functional separation

    • Level 3: Physical separation

  • Produced detailed audit reports identifying compliance gaps and required actions.

  • Developed a final roadmap outlining steps to achieve full separation and meet global best-practice standards.

Our impact

  • Provided TRA with a clear, evidence-based assessment of BNET’s progress and compliance gaps.

  • Strengthened regulatory oversight through structured multi-layer audits and international benchmarking.

  • Enabled BNET to implement a phased roadmap toward full legal, operational, and systems separation.

  • Supported the development of a transparent wholesale broadband environment in Bahrain.
