Our clients

Salience works with a wide range of clients, including telecom operators, development banks, governments, and ICT regulators.

Our strength lies in providing hands-on, tailored solutions that support digital transformation, regulatory compliance, and infrastructure development. By partnering with us, our clients gain practical and actionable insights to navigate complex challenges and achieve their goals.

Our contributions meaningfully strengthen our clients’ organisations, as well as the communities and countries they serve.

We take pride in what we do, stand by our recommendations, and—when needed—help put them into practice. At our core, we are committed to helping our clients bring their ambitions to life.

Private sector

Private sector

Salience supports private telecom operators and smart and mega-city clients with practical, experience-led guidance shaped by years of hands-on industry experience. Our teams help clients respond to shifting market conditions, strengthen their commercial position, and build enterprise services that open new revenue opportunities.

We focus on delivering options that are clear, actionable, and aligned with business priorities. From refining service strategies to planning major infrastructure programs, we work closely with operators to ensure that every recommendation can be taken forward and implemented with confidence.

Development banks and digital sector investors

We work with international development banks to support public lending and private investments, as well as with private equity investors and investment funds. From global development institutions such as the World Bank (WB), the International Finance Corporation (IFC), and the European Bank for Reconstruction and Development (EBRD), to regional banks including the African Development Bank
(AfDB) and the Development Bank of Latin America and the Caribbean (CAF), we analyse countries and markets to identify opportunities in the digital sector.

We also extend our services to include target due diligence and restructuring options.

Clients---Public-sector

Public sector

Our government clients rely on Salience to help them design and deliver large-scale projects. Whether it is mission-critical public safety networks or optimising infrastructure sharing at the national level, we understand that government projects tend to have slightly different drivers than projects in the private sector.

Consequently, we plan the execution of government projects to accommodate dynamic stakeholder engagement and cycles for deliverable reviews that are more inclusive. Since we are acutely sensitive to diverse working cultures, we constantly tailor our delivery plans to meet the often complex requirements of the client.

Transforming countries

Oman

We enabled ultra-fast fibre-based connectivity to 500,000 households and businesses in Oman through our engagement with Oman Broadband Company. Established new internet service provider, Awasr Oman giving better broadband experience for 120,000 households The activities also supported lowering of costs for home broadband packages for Oman, contributed to increasing employment opportunities and ICT contribution to country GDP and supported extension of network for rural communities in Oman.

Kingdom of Bahrain

Salience created and implemented a framework of better regulation, legalisation and rectification of advanced (4G and 5G) network infrastructure in Bahrain over a period of 5 years – resulting in larger, higher capacity network serving 1.5 Bahraini citizens, residents and visitors and vastly improved safety of towers with reduced visual pollution. We are providing an ongoing analysis and implementation support for the establishment of Bahrain’s national fibre operator BNET, improving lives through enhanced fibre connectivity to homes and businesses in Bahrain

Salience is supporting Saudi’s ambitious mega cities through providing planning and design for communication and ICT infrastructure. We are helping drive standards excellence into developments including NEOM, Qiddiya, Rua al Medina, Sports Boulevard. The programme is now deploying 40,000 km of new networks in Kenya connecting thousands of public institutions (schools, hospitals and public services) as well as bringing fast connectivity to rural areas, improving lives and generating a significant increase of GDP to the Kenyan economy.

Tajikistan

Salience has served as Tcell’s advisor across multiple strategic and technical programmes, guiding key decisions that shaped the operator’s growth. Our network audits and technology reviews over the years have helped steer major investments, enabling Tcell to expand high-quality mobile and broadband coverage into rural and underserved areas of Tajikistan. Alongside business case development, feasibility studies, network design, and rollout support, we advised on vendors, operations, and customer care, contributing to the passing of 2,165 homes and strengthening the country’s digital infrastructure.

Client testimonials

“The Salience team showed great deal of leadership, commitment, professionalism and passion to deliver during the execution of the projects. Awasr is grateful for their involvement and support in developing this pioneer project in Oman.”

Chief Operating Officer

“Salience Consultants were very engaging and provided excellent support to our team members in successfully launching our operations. They were able to establish the strategic, commercial and operational basis within the first six months which were exceptional. My team and the ministry stakeholder have high appreciation of the Salience Consulting flexibility and ongoing support in designing the structure and devising the foundation for OBC to expand and implement wholesale national broadband network. I believe their professionalism, integrity and expertise are the key to their success and I would highly recommend them and look forward to working with them again.”

Chief Executive Officer

“Salience was very engaging and successfully executed the project to the satisfaction of the Smart Africa Secretariat team; successfully recommended a better option when choosing between the administrative efficiency of long-term purchase in the African context, vs. the benefits of negotiating leased capacity pricing over shorter periods.”

Chief Operating Officer

“Many thanks to you and the wider team for delivering such a complex piece of research. It’s been great working with Salience again on this—well done!“

„This draft is great and a significant improvement on the first version. It’s much clearer, with focused and relevant recommendations. The additional detail from the operator meetings is evident in both the main analysis and the recommendations, adding real value.”

Senior Economist

The Salience team acquitted themselves with professionalism, commitment and diligence throughout project implementation. They successfully accomplished the network design, PPP governance and financing model, demand analysis and recommendations that address specific and detailed changes in the policy, regulatory, legal or other institutional framework that will further attract investment into broadband deployment.”
