Ethiopia hosts over one million refugees under one of Africa’s most progressive refugee policies. Expanding reliable broadband infrastructure in refugee and host community areas is critical to enabling humanitarian operations and unlocking access to communication, education, financial services, and other essential services. Digital inclusion is not just about connectivity, it is a foundation for resilience, economic participation, and long-term integration.

As part of this initiative, our team is currently on a mission in Ethiopia, working closely with the ECA project team and meeting key stakeholders from both private and public domains. The objective is clear: translate assessment insights into actionable, high-impact interventions that accelerate deployment, strengthen coordination, and ensure sustainable connectivity solutions that meaningfully improve the lives of refugees and host communities alike.

The announcement, made in Kuwait by KAPP, marks the next phase in establishing a project company under a 50-year Public Private Partnership agreement. Under this agreement, Beyon will design, finance, build, operate, and maintain Kuwait’s nationwide high-speed fiber broadband network, with a total investment exceeding $2.8 billion over the lifetime of the partnership.

As someone who has been involved in a number of regional national fibre broadband initiatives and successful implementation in Oman we are looking forward to Kuwait’s new developments!

Discussions focused on key commercial, technical and regulatory challenges affecting the sustainability of regional roaming, including pricing structures, inbound roaming cost recovery, fair use policy, integrity and anti-fraud safeguards, and implementation, monitoring and governance arrangements.

The workshop helped build regional consensus around strengthening the ECOWAS roaming framework while preserving consumer protection and regulatory flexibility. Participants reviewed revised pricing approaches and implementation options, drawing on regional experience and existing bilateral arrangements.

The outcomes of the workshop will inform the finalisation of the regulation, supporting guidelines and monitoring templates by the ECOWAS Commission, in coordination with national regulatory authorities and regional stakeholders.

Salience thanks the ECOWAS Commission, West Africa Telecommunications Regulators Assembly (WATRA | ARTAO), NRAs and all participants for their constructive engagement. The workshop marks an important step toward a more transparent, sustainable and consumer-friendly roaming framework for the ECOWAS region.

The workshop was led by Dr. Fatuma Adan, Head of the IGAD Mission to Kenya, and Dr. Mohy Tohami, Director of Economic Cooperation and Regional Integration at IGAD. Attendees included delegates from the IGAD Secretariat, Member State delegates and Salience team members included Lisa Leidig, Terry Howard, Joseph Nyaga, Ben Roberts and Viktorija Lazarova.

This was an important step toward strengthening regional collaboration and advancing the implementation of sustainable digital infrastructure through PPPs across the IGAD region.

The team conducted number of stakeholder meetings in Hanoi and also visited remote part of the country in Lang Son province, in the country’s Northeastern part to assess spots of non-connectivity.

The visit was very informative to understand how the current digital infrastructure (international subsea and cross border connectivity as well as national infrastructure) could be upgraded to more resilient levels to be able to cope with the increased number of typhoons and floodings.

We are also looking at understanding the investment needs to achieve the government targets of 100% fibre availability and 99% 5G coverage by 2030.

We are proud to contribute to a project that supports creating more resilient and inclusive digital infrastructure helping Vietnamese people thrive and  become regional digital showcase.
